Follow-up Comment #1:

This can be done easily, but will be of limited usefulness. The message only
appears when the package is first installed, so the next time Octave starts
the user might forget that the package needs to be loaded again.

Maybe more useful would be to add logic to the __unimplemented__ function so
it says, for example:


warning: Functions for spreadsheet style I/O (.xls .xlsx .sxc .ods .dbf .wk1
etc.)  are provided in the io package, which is installed but not loaded.
To load the package, run 'pkg load io' from the Octave prompt.



so the user sees the message every time the function is called.
