Follow-up Comment #2:

I think this is a duplicate of bug #46675. I do not think it is specific to
the version of Octave being built, nor to your configure options, but to the
Mesa packages built for Ubuntu 14.04.

Can you confirm that bug #46675 sounds identical?

As a workaround you should be able to build from a source tarball that was
prepared on another system, or try building with --without-OSMesa (I think
changes were made recently to allow building the docs without OSMesa).
