Follow-up Comment #9, bug #42352 (project octave):
I've done a bit more experimentation, and I found that creating an empty
"macros.texi" file at the path specified in the error causes "pkg install" to
finish.
In addition, the reason "odeset" was failing was not because "macros.texi"
wasn't available but because that function is simply not available in the
version of Octave I am running. I had noticed that "odeset" was added to core
Octave, but not yet in the "stable" branch.
