Follow-up Comment #2:

There are multiple overlapping bugs here.  The figure property
"InvertHardCopy" was not implemented so I did that on the development branch
here (http://hg.savannah.gnu.org/hgweb/octave/rev/030d4d6c2b58).  Since that
is done, I am closing this report.

However, I have opened another bug report (bug #47240) about the inability to
correctly print a background color with an OpenGL toolkit.
