Follow-up Comment #1:

Confirmed on a build with "--without-fltk". The configure scripts reports that
"native graphics will be disabled". Octave builds but the doc plots fail to
build. Qt is an available toolkit and is the default, but trying to print a
figure to a file aborts Octave.

Configure still groups a bunch of things together into the umbrella of "native
graphics" from the days when FLTK was the only option. Missing any of the libs
along the way turns off the "native graphics" bit and bypasses further tests.
