Follow-up Comment #1:

This only affects ./run-octave, right? This is because the .oct file symlinks
under dldfcn are not built for the "all" target. Try making "check" or
"install", oct-files should be built then.

I also reported this as bug #46260, adding a comment there and closing as
duplicate.
