Follow-up Comment #2, bug #46063 (project octave):

Are you sure the files are actually being rebuilt?

I see these "GEN" lines multiple times, but it's because the rules use the
move-if-changed function, which tries to build the file again but doesn't
update the timestamp on the file if its content doesn't need to be updated.
This leaves the file with its old timestamp, so make perpetually thinks it
needs to be rebuilt, but the build rule does not update it.
