Oh, it worked for me because none of my options had embedded spaces.  I
checked in this change as a quick fix, but I'm afraid there could be other
quoting problems lurking.

I also just noticed that I forgot to handle OCTAVE_LINK_DEPS,
OCTAVE_LINK_OPTS, OCT_LINK_DEPS, and OCT_LINK_OPTS.  These definitions come
from link-deps.mk files.  I have to either extract that info from those files
at configure time or move the info into the configure script and I'm not sure
what to do about that.  I will try to fix it over the weekend.
