Follow-up Comment #6:

The memory leak in the prefs directory is due to the putenv call.  This is a
known issue and apparently almost unavoidable when using either putenv or
setenv calls.  I added a note about this leak in lo-utils.cc
(http://hg.savannah.gnu.org/hgweb/octave/rev/74b07936fd05).
