Follow-up Comment #39, bug #45659 (project octave):

Yeah, I saw ATL_buildinfo, but it prints to the standard output which I deemed
useless to us. I don't think we want to open a pipe and fork just so we can
get this string from the ATLAS library.

If we can figure out the best way to do this dlsym function detection, and the
equivalent for Windows, then maybe we should just detect the presence of each
of them until we get a way to actually get a version string from all of them.
