Follow-up Comment #19, bug #41148 (project octave):
1. Yes, this is intentional. Gnulib is meant to be used internally only, an
implementation detail. If a project wants to build against both Octave and
gnulib, then it should embed gnulib on its own.
2. Correct, a package must deal with implementation specific stuff itself,
using either gnulib or any other approach.
