Follow-up Comment #15, bug #47994 (project octave):
6) From the command line--though I don't know how this works in Windows--there
is the option to set GNUTERM prior to calling octave, e.g.:
sebald@ ~ $ GNUTERM='x11' octave
One could create an application icon in their workbench/gui to launch such a
command, then use that launching icon instead of the normal Octave launch
icon.
