Follow-up Comment #1:

I can confirm that this is a bug that has been fixed in gnulib's texinfo.tex
macros file. This is a file that is part of GNU Texinfo, but also distributed
along with automake and gnulib and copied into the project's build-aux
directory as needed. We also used to maintain our own hand-updated copy of
texinfo.tex, but now allow it to be copied in from gnulib when ./bootstrap is
run.

The updated gnulib on the default branch has a texinfo.tex that fixes this
problem and the older one on stable does not. Since this file is not part of
our repository, we can't easily patch it or backport it, we could just update
the gnulib revision on the stable branch.
