Follow-up Comment #5, bug #48680 (project octave):

Octave seems to have sorted itself out. Here's what I've done:

First I set my second, larger monitor as my main screen. Octave then started
up on that screen, and it did not crash if I manipulated the window between
the two screens. So I thought perhaps it was okay if Octave initialized on a
larger screen first. 

Then I set my laptop screen as my main screen, and disconnected my second,
larger monitor. Again, Octave doesn't crash. I can minimize it, maximize it,
and move the window around without issue.

Now, I reconnected my second monitor again, and now Octave is working just
fine. It now starts up either minimized or maximized, wherever it was when I
closed the window from my last session. This is different than before when it
always started up on the laptop screen fully maximized. Now, I can move the
window between screens without a problem. 

The only changes I've made were switching my primary screen and then setting
it back to normal, disconnecting and reconnecting my secondary screen, and
also changing my background picture (because in setting the primary screen to
another monitor, Windows changed the background screen to black for some
reason). Thoughts? I think I will restart my computer to refresh everything
and make sure it's still working.
