Follow-up Comment #2, bug #48696 (project octave):

For build of gnuplot for windows it does not use configure. One has to edit
Makefile and use it for build.
In the Makefile, no option that related to disable-raise-console exists.
Thefore one should attach a patch to the source code to disable this feature.
I may provide a patch for gnuplot in mxe build.

As you described, gnuplot for windows on the official site have this feature.
So that there is a possibilty the phenomenon occurs, if users use external
gnuplot.

BTW, gnuplot has "bind" command which bind key press on plot window to gnuplot
actions. There is possibility to handle this issue on octave side. 

I will do a short trip and I will commit again after that.
