I doubt that this bug will be addressed for the 4.2 release, there has not
been as much GUI development activity lately, and this bug is not particularly
disastrous and there is an easy workaround (which I now notice was never
posted here, so fixing that).
If you want to use the GUI and want it to start in a particular directory, use
the GUI preferences to do that instead of coding it in ~/.octaverc.
Open Edit → Preferences, go to the General tab, and at the bottom is a
section labeled Octave Startup. There you can configure a directory that the
GUI should always start in, or set it to remember and restore the last working
directory every time you quit and restart Octave.
