Follow-up Comment #1:
On my box it is the test of hgsave that often hangs directly after
installation. (I make cross-builds about every other day these weeks.)
After restarting Octave, __run_test_suite__.m runs to the end w/o issues.
Can you try if restarting Octave fixes your issue?
