Follow-up Comment #6, bug #49216 (project octave):

Why don't you ask the question on the octave-maintainers list and see what the
response is?

Octave ships with a site-wide .octaverc file which is available for sysadmins
to configure details just like this.  An obvious solution would be to set the
default Axes and Text FontName properties in this file.

Or, if we want to rely on the fact that Linux window managers generally know
how to correctly pick a default font then it would only be required for the
Windows version of Octave which is produced with MXE.  In that case, I would
make the modification in the MXE repository rather than the general Octave
repository.

Given that all Windows systems ship with a few core fonts from Microsoft and
Arial is one of these, that seems a good default for Windows machines.
