Follow-up Comment #2, bug #49822 (project octave):

The C++ compiler you are using is using C++98 rather than the C++11 standard
which is required now.  That's the immediate cause of the problem.  I thought
there was some logic in configure to add the C++11 flag to the compiler, but
maybe there isn't or it doesn't work with the MXE environment.
