Follow-up Comment #1:
This is a known issue, the legend position is not updated when its
corresponding axes position changes. Subplot are dynamic objects which adapt
their size depending on neighbor axes size: when the second subplot appears it
forces the first one to be resized hence the wrong legend position. See bug
#39697
