Follow-up Comment #1, bug #50246 (project octave):

Can you be a bit more specific? What files are missing?

I downloaded it as bz2 and gz. Both files seem to be corrupted.

$ tar -tvvf octave-00f7b278defd.tar.bz2
...
-rw-r--r-- 0/0            5339 2016-07-01 20:47
octave-00f7b278defd/scripts/statistics/base/moment.m
-rw-r--r-- 0/0            4360 2016-07-01 20:47
octave-00f7b278defd/scripts/statistics/base/ols.m

bzip2: Data integrity error when decompressing.
        Input file = (stdin), output file = (stdout)

It is possible that the compressed file(s) have become corrupted.
You can use the -tvv option to test integrity of such files.

You can use the `bzip2recover' program to attempt to recover
data from undamaged sections of corrupted files.

tar: Error is not recoverable: exiting now

$ tar xzf octave-00f7b278defd.tar.gz

gzip: stdin: invalid compressed data--format violated
