Follow-up Comment #1, bug #50263 (project octave):
This is expected. No functionality in the 'parallel' package works on Windows,
except with Cygwin. 'parallel' is based on the 'fork' system call, which is
lacking in Windows. To make 'parallel' work on Windows (except with Cygwin), a
complete redesign of the package would be necessary.
