For example, part of jwe's cset looks like this now:
-%!testif HAVE_OPENGL, HAVE_FLTK
-%! if (! have_window_system)
-%! return;
-%! endif
+%!testif HAVE_OPENGL, HAVE_FLTK; have_window_system
