Details:

According to 
https://de.mathworks.com/help/matlab/ref/startup.html, 
matlab reads startup.m at startup 
searching for startup.m in the search path. 
In the manual Section 2.1.2, nothing is told about the location 
of startup.m 
There should be a word on the location. 
Also, it remains unclear in which ordering startup.m is read. 
For the rest it is clear: first the site init file octaverc, 
then the version init file octavercand then the personal init file ~/.octaverc
and finally the session specific file .octaverc 
in the current directory. 
Unclear is where reading of startup.m fits into this picture.
