Follow-up Comment #8, bug #50479 (project octave):

The build uses "visible" = "off" so that plots do not pop up on the user's
display while building Octave. Building the figures for the manual is part of
the (maintainer) build, and it was decided that it should not open new windows
or move focus away from the terminal or from anything else the user might be
doing while the build is running.

Building without OSMesa (--without-osmesa) or without OpenGL
(--without-opengl) forces the doc/interpreter build rules to drop back to
using gnuplot to generate the figures for the manual.
