Follow-up Comment #8, bug #50479 (project octave): The build uses "visible" = "off" so that plots do not pop up on the user's display while building Octave. Building the figures for the manual is part of the (maintainer) build, and it was decided that it should not open new windows or move focus away from the terminal or from anything else the user might be doing while the build is running.
