Details:
OS environment: Windows 7 / Cygwin/X
Problem:
1) Cygwin/X enviroment: start octave from command line in XTerm with "octave"
+ enter
2) dialog "You seem to use Octave for the first time" shows up
3) click "next", "next" and "finish" buttons
4) Octave crashes, exits with signal 11
Workaround:
Manually create "octave" directory in ~/.config directory with "mkdir octave"
+ enter
=> Problem solved, octave starts up normally
