Follow-up Comment #1:
Thanks for the bug report. I don't have access to Windows or to a proxy set up
to test with, but can you try setting "https_proxy" instead of "http_proxy"?
Octave Forge packages are installed over HTTPS, and the library used by Octave
uses distinct environment variables for each protocol.
