Details:
The recent rewrite of perms, due to bug #50426, no longer respects the
original type of input data when the array is empty.
octave-gui:1> aa = perms (single([]))
aa = [](0x0)
octave-gui:2> class (aa) # should be single
ans = double
In addition, while testing it in Matlab, the return size must be 1x0 instead
of 0x0.
