Yes, this is a known missing feature.
For the time being, I added polarplot to the list of unimplemented features in
this cset (http://hg.savannah.gnu.org/hgweb/octave/rev/62add1b69100). Now if
you attempt to use polarplot() or type "help polarplot", Octave returns
warning: polarplot is not implemented. Consider using polar.
Please read <http://www.octave.org/missing.html> to learn how you can
contribute missing functionality.
This will at least give programmers an indication about what function they can
use today until polarplot() is actually implemented.
