Follow-up Comment #15, bug #52361 (project octave):
Another thing I found out (on Win7) and that I can reliably reproduce:
The first time Octave starts after booting into Windows, Ctrl-V in the GUI
terminal doesn't work.
But after the second time, it works fine.
It smells like some skipped initializion somewhere.
