Follow-up Comment #26, bug #53151 (project octave):

The commands that are executed are stored in the configuration file for the
buildbot master.  Normally, buildbot expects the environment to be set up on
the worker system so that configure and make will work without a lot of
special options.

I set the PATH and JAVA_HOME variables in the $HOME/.profile file for the
buildbot user on the OS X worker system.

It seems better to set the CPPFLAGS, LDFLAGS, and PKG_CONFIG_PATH as argument
to the configure command, so I set those in the buildbot master config file
for the osx target.

The build is running now.
