Follow-up Comment #23, bug #42036 (project octave):
Retested running Octave 4.2.2 GUI under Windows 7 x64 German edition
Same behavior as illustrated in the original post.
1) + 2) + 3) + 5) = 100% identical
4) It is not possible anymore to enter non-ASCII characters. No bogus
replacement of ANSI characters.
6) Time Zone is now shortened to "GMT"
