Details:

Paging up and down in the commandline window using the pgup and pgdn keys or
the scrollbar no longer works on windows 10 systems.

I believe the problem appeared when the so-called "Creators Edition" of
windows 10 was forced onto my systems, so I assume that there was a change in
the behaviour of some of the 
windows APIs used by the Octave GUI.

There is a bypass. By typing 
  pause[enter]
paging is restored until the pause command completes.
