octave_interpreter.qhp fails to build with Qt 4.6

Follow-up Comment #1:
This appears to have been fixed in Qt 4.7 and later versions.
Octave currently has a minimum requirement on Qt 4.6, but we are encouraging
everyone to build Octave with Qt 5 as long as your operating system provides
it.
It might be safe to make this change to how we generate the qhcp file, it will
have to be tested with multiple Qt versions to make sure they all handle the
relative paths correctly.
