Details:

The current folder in octave gui can not be set to a path that contains non
ascii characters like "äöüß" while the file browser does handle this
correctly.

After entering or choosing the path it is displayed in the drop down text box
but it is not accepted. This becomes clear when you set the option to
synchronize file browser and current folder.

I did not mention this behaviour in 4.2.1 but can not surely confirm that it
did not exist.
