Follow-up Comment #1, bug #53893 (project octave):

This doesn't happen Mint/Cinnamon (related to Ubuntu).  My guess would be that
this has to do with the code added in

to address that Qt bug, QTBUG-44813.  That Qt bug has specifically to do with
floating by mouse-drag.  What happens if--rather than drag and rearrange--you
float a subpanel by clicking the "undock button" in the header and then redock
the widget using the same button?  Does focus come back to the Variable
Editor?
