Follow-up Comment #2, bug #54235 (project octave):

Yeah, jwe is looking at this. The problem is the relative ordering of the
AC_PROG_F77 macro being called now after the ac_cv_f77_compiler_gnu is used in
this section. It looks like it was broken before 4.2.0 was released but we
don't get a lot of testing on platforms where this logic is exercised.
