Follow-up Comment #1, bug #54551 (project octave):

I am not sure it is a bug, rather than a feature. 
Text is not data. In 2-d it works the same:


plot (1:10)
text(-1,-1, "Some Text")
text(-10,-10, "More Text")


Autoscale would ignore those text strings.
