I have pushed changeset
http://hg.savannah.gnu.org/hgweb/octave/rev/b23954fd0ea6
which should fix the remaining issue with the combo box. I have tested it on
my system by exchanging the default preference from "UTF-8" to some string
that does not name a valid codec.
