Follow-up Comment #9, bug #48774 (project octave):

These functions compute functions of an ordered sequence.

The signal processing package computes functions of
time sequences.

The statistics package computes functions of variables
which may be ordered in various ways. 

Unless it is intended to restrict the "move" functions
to time series, they should go in the statistics package.
