Follow-up Comment #4, bug #55363 (project octave):

It's not purely the version of gcc, because I cannot reproduce this on Debian
with gcc 8.2.0.

It's possible that Ubuntu is applying some different default compile or link
options with their gcc 8.2.0.

I think it goes without saying that all of this is moot if you declare
'myglobalvar' to actually be a static variable so that it is properly file
scoped.
