I have pushed changeset 
http://hg.savannah.gnu.org/hgweb/octave/rev/d6a4237a26b4
which fixes the crash of the gui for me. It is not the use of the settings
object in general that has been causing the crash but the generation of files
required for qscintillas auto completion.
