Follow-up Comment #1, bug #55479 (project octave):

Normally Octave doesn't chase undocumented Matlab behavior because it may
change at any time.  See
https://www.mathworks.com/help/matlab/ref/dlmread.html where supplying just a
row offset is not documented, although perhaps it can be guessed at because C1
defaults to 0?

If you want to go ahead and code a patch for this it would probably be
applied.  It doesn't look particularly hard, just a little bit more input
validation.
