Details:

The Octave website described packages that can be downloaded from Octave
Forge, with link provided.  
It is not sufficiently clear that the Octave installers already include all(?)
of the available packages.  
I wasted time downloading 19 different packages, only to discover after
installing 'Octave' that it was unnecessary.
