Follow-up Comment #6, bug #55608 (project octave):
On SuSE Leap 15, this lib64 choice appears to be happening because of the
config.site file that is installed by default. My environment had a
CONFIG_SITE variable set that caused it to be used. So instead of configure
defaulting to libdir=${exec_prefix}/lib, it was set to ${exec_prefix}/lib64.
I unset CONFIG_SITE and started a new build. I'll report back when it
finishes.
