Details:
In Octave 4.4, running 'doc' with no arguments in the command window simply
switched to the documentation panel in whatever state it was in last. If a
user starts Octave and runs 'doc', it shows the main user manual contents. If
the user runs 'doc plot', switches back to the command window, and runs 'doc',
it shows the plot page again.
In Octave 5, running 'doc' with no arguments activates the "Search" tab on the
documentation panel and shows a message saying "Your search did not match any
documents". Instead of trying to start a new search, an empty string should
just focus the documentation panel in whatever state it was in before,
essentially acting the same as the Ctrl+5 shortcut.
