Details:

I removed the old version of Octave and installed the latest on Windows 10
with "octave-5.1.0-w64-installer.exe" from the gnu.org website.  Packages do
not seem to be installed according to the output from "pkg list"; however, the
website says that they should be included with this message:  "Note: All
installers below bundle several Octave Forge packages so they don't have to be
installed separately. After installation type pkg list to list them."

I removed the program in windows, re-downloaded the executable, and tried
installing again with the same results.
