Details:

Given a directory layout like


top/foo.m
top/+pkga/+pkgb/foo.m


and the current directory for Octave in "top", calling the function


pkga.pkgb.foo ()


calls the top-leve function foo instead of the one defined in the package
directory.  This also happens when the function is called through a functio
handle.  The same result occurs for classdef static methods.

I'm working on a fix but wanted a bug report number for tests I'm adding to
the test suite.
