AFAIK C:\Users\<username>\Documents\octave\ is meant for what the name
implies, i.e., work documents, not so much for settings.
All files in %APPDATA% are user-editable, although the subdir is hidden.
On another note (somewhat related here):
Am I right to read in the docs that an .octaverc file can be read in any
directory where Octave would start? Do we have a way to indicate Octave in
which subdir to start? I tried an .octaverc file containing just "bbb = 6;" in
C:\Users\Philip\MyDocs and told the GUI to start there, but after startup
variable bbb is unknown. Octave seems to stubbornly only invoke the .octaverc
in my %USERPROFILE% (= C:\Users\Philip\).
