Follow-up Comment #3, bug #56720 (project octave):
This is a known issue with the snap build of Octave. The user's locale
settings are not supported inside the snap container.
The following workaround resolves these warning messages
env LC_ALL=C.UTF-8 snap run octave
I may end up including 'locales-all' in the snap to support all possible user
language settings, it seems this is the only way to do this with snap, there
is no built in support for user language settings.
This is not an Octave bug. Up to the other Octave maintainers if we want to
consider snap bugs off or on topic here.
